Diocesan Review Board

The Review Board was established in February of 2003 to advise the Bishop regarding reports of sexual abuse of minors by clergy.

The board is chaired by Paul Falconer, a retired Maine State Police Captain, who served as troop commander, and a Maine Criminal Justice Academy Commander. He is a training and safety consultant for businesses in several states and has served on the Governor's Commission on Health and Safety in the Workplace.

The other members of the committee are:


Edna Chace of Cape Elizabeth is the mother of a victim of clergy sexual abuse. She has served as a religious education instructor in Cape Elizabeth, Bridgeton, Orono and Winthrop and as a parish council member at St. Bartholomew's in Cape Elizabeth.

Kathleen Rossi of Cape Elizabeth is a veteran educator with experience working with elementary, middle and high school students as a teacher, guidance counselor and school administrator. As an educator, she has worked with victims of child abuse and is an advocate for children and young adults.

Sr. Maureen Wallace, RSM, is Life and Ministry Administrator of the Portland Area Northeast Community. She earned her Master's in Education at Fordham University, NYC. She taught Passamaquoddy Indian children for over 30 years, as well as serving on her community's leadership team.

Dr. Anne Pulsifer is a clinical psychologist with 37 years experience. She worked in community mental health for 9 years and for the Counseling Services at Boston College for 23 years. At B.C. she was also the consulting psychologist to the Sexual Assault Network, the Boston College Police Department and a member of the Critical Incident Response Team. She is currently in private practice in Wells.

Father Normand Carpentier is a parochial vicar at All Saints Parish, serving the Mid Coast Region.

Melissa Cilley is an attorney with the firm of Drummond & Woodsum. She previously served as director of a community-based victim services program in Spokane, Washington.

Kevin Gildart is Vice President of Human Resources at Bath Iron Works and serves on the Board for Maine Health Access Foundation.

The members were selected for their demonstrated independence, fairness and outstanding expertise in various fields. One member of the board is a parent of a victim of an abuse victim.

The board reviews and assesses accusations of sexual abuse of minors and makes recommendations to the Bishop.
